The Council of Ministers, meeting on July 14 at Palazzo Chigi, approved the new security bill, containing provisions on security, prevention of youth distress, and the organization of police forces and the Ministry of the Interior. In the same session, the appointment process for Guido Stazi as the new president of Consob, the financial market supervisory authority, was initiated. Interior Minister Matteo Piantedosi presented the measure in a press conference. The bill's main provision extends the so-called preventive detention to minors. The measure applies during police operations aimed at preventing crimes that disturb public order in places characterized by a large influx of people, such as nightlife areas, where there are reasonable grounds to believe that individuals may pose a danger to public safety. The minister clarified that the extension of preventive detention may concern any public safety officer, including both state police forces and local police officers assigned to perform this type of service. Among the other provisions, the bill introduces a new type of oral notice by the Questore with a ban on gathering in situations such as nightlife that constitute a serious threat to public order and safety. The text also amends the penal code on the crime of property damage, extending the possibility of deferred arrest when the act is committed by more than five people. For group property damage, an aggravating circumstance is provided, with imprisonment from one year and six months to five years and a fine of up to 15,000 euros. The bill further extends automatic prosecution for the crime of personal injury against judicial police officers or public safety officers in the act of or because of the performance of their duties. Until now, prosecution for minor or very minor injuries was possible only upon filing a complaint by the injured party. Finally, an amendment to the civil code excludes the payment of damages in situations where the injury occurs while the injured party is committing a crime, as in cases of self-defense with culpable excess. Criminal proceedings and the possibility of criminal conviction remain unaffected. Deputy Prime Minister and League leader Matteo Salvini commented positively on social media regarding the provision on damages, expressing support for ending compensation for those injured while committing crimes. Regarding the Consob appointment, Guido Stazi is an economist and has served as secretary general of the Italian Competition Authority since March 2022. The designation comes approximately four months after the previous president's mandate expired.
